Well they are nothing to do with potato skins and are basically pictures that you can decorate your browser toolbar with. See the example below.
Instead of having the usual boring grey background you can use one of the train backgrounds behind your "Home", "Favourites", "Back", "Forward" etc, etc icons. Click on the picture of your choice to download your background or click on the send button underneath to send the browser skin to your friends.
